The monitoring and evaluation (M&E) workstream strengthen accountability by generating evidence to drive action. Building on the collaborative approach of the Quadripartite (FAO, UNEP, WHO, and WOAH), M&E workstream supports the systematic monitoring of the Global Action Plan on antimicrobial resistance (GAP-AMR) and its implementation at global, regional, and national levels, ensuring that countries and partners can track and assess progress and adapt strategies accordingly.
This technical area leads the administration and analysis of the Tracking AMR Country Self-assessment Survey (TrACSS), the annual global monitoring system that tracks AMR national action plan implementation across all sectors.
It also supports the development of major global reporting outputs—including biennial progress reports and the UN Secretary‑General’s reports on AMR—which synthesize country data, highlight emerging trends, and inform strategic decision‑making at the highest levels.
In parallel, M&E workstream provides guidance, tools and targeted technical support to countries to strengthen the monitoring of their AMR national action plans.
