Implementing the global action plan on antimicrobial resistance: second quadripartite biennial report
Overview
This second quadripartite biennial report reviews global progress in implementing the Global Action Plan on Antimicrobial Resistance (GAP-AMR) during 2022–2024. Produced jointly by the Food and Agriculture Organization of the United Nations (FAO), the United Nations Environment Programme (UNEP), the World Health Organization (WHO) and the World Organisation for Animal Health (WOAH), the report examines progress and remaining challenges in addressing antimicrobial resistance (AMR) through a One Health approach encompassing human, animal, plant and environmental health. Drawing primarily on data from the Tracking AMR Country Self-assessment Survey (TrACSS), it assesses implementation of national action plans (NAPs), multisectoral coordination mechanisms, awareness activities, surveillance systems and stewardship efforts across sectors. The report highlights continued growth in the number of countries developing and implementing AMR NAPs, while identifying persistent gaps in financing, governance, coordination and sustainable implementation. It summarizes actions undertaken by the quadripartite organizations to support countries and reviews progress in surveillance, infection prevention and control, antimicrobial use monitoring, capacity-building and policy development. The report also identifies priority areas for accelerated action, including stronger multisectoral collaboration, increased investment, enhanced surveillance and greater integration of environmental considerations. The findings provide a baseline for monitoring progress towards the global targets adopted at the 2024 United Nations General Assembly High-level Meeting on AMR and for informing the planned update of the GAP-AMR by 2026.
